User cannot add/remove all security roles

Hi all,

I have a question regarding one of my 'User Managers'.
This specific user has the security role 'User Manager', which has the sec role rpviledges on the whole organisation.
This user however is not able to add/remove all sec roles, for example the key User sec profile.
Since the priviledge is on the whole entitie of sec roles, I thought this person could change all sec roles.
Why is this not the case and how can I manage this?

security roles can be changed only by users that have System Administrator or System Customizer roles (actually I'm not 100% sure about the latest)
