Hi,
Currently my client is using AX 2012 R3 Build Number - 6.3.164.0 which is RTM.
Can we upgrade from this Build number to Dynamics 365 F & O or do we need to have latest Cumulative Update to do so, Is there any document related to upgradation to Dynamics 365 F & O?

Here is the documentation outlining the upgrade process (from AX 2012 to Dynamics 365 F&O. You will need to upgrade to the latest CU.

Here it also says: "Upgrade is currently only supported from either Dynamics AX 2012 R2 or Dynamics AX 2012 R3. For each release, please update to the latest available cumulative update before upgrading to latest Finance and Operations application release."
So you should update to latest CU first.
