Error while running background workflow

Dear Experts,

I have an error that stop background workflow from running and this error appears on system jobs "

An error occured while loading performance counters. Counter Category: CRM-TEST3. Exception: System.InvalidOperationException: Custom counters file view is out of memory."
On MS v9.0 on-premise environment. 
Any help?

    I do not have on-premise instance so i am unable to verify below point but please check below suggestion:
