Creating a global suppression list in Customer Insight - Journeys

I'm looking to understand where to create a global suppression list in Customer Insight - Journeys. The information I'm finding doesn't make sense, and I'm wondering if it is legacy from Outbound Marketing, but could also be permissions-based.
 
The use case is to upload previously bounced email addresses from a legacy system, and ensure they are not part of a send in the new instance of Customer Insight - Journeys.
 
Any guidance appreciated.
