We have 10 stores and new items are created at each store which may or may not be exclusive to that store that created the item.
The Items that have been created at the stores are NOT in the HQ DB so on things such as sales reports certain items lookup codes and descriptions do not show up just the amount of the sale.
How can I get all items created by the stores populated into the HQ database?
And without manually going through each stores item lists then manually entering the missing items one by one.

Do not create items at the stores that might be transferred, inventoried, sold, or returned at other stores. The item definition will not be updated at HQ or any other store by way of the transfer. Either HQ client will show the error of the missing item, or the transfer will be sent without that item. Always create items in HQ and send the worksheet 250 to all stores to avoid this problem.
If you create an item at the store level, then perform a transfer out to another store, would those items be created at the 2nd store? And might those items be created in headquarters as well?

if you have ten stores in an RMS HQ environment and are under the impression that items created at the store level should appear in Headquarters, you really need to stop what you are doing now and engage a partner that will set up your system correctly, then train you how to use the system correctly.
Whoever sold you RMS, especially HQ, needs to be "strung up by their toenails".
RMS is a fairly good system, but a horrible system if not implemented right when HQ is involved.
Only items that are created in HQ can be reported in HQ..If you create an item at SO, it will not have an HQ ID, and therefore HQ can not process the data associated with it. There are 3rd party solutions that do accommodate the ability to create items at the store level but this is not an out of the box capability.

We use the HQ Client application installed on the server that holds the store DB to update the HQ DB automatically. Don't know if that helps you.
