    There can be multiple reasons,

    1. Old Dll's used in plugins

    2. Corrupted installation

    3. Incomplete upgrade

I will try below order of troubleshooting

    1. If plugin registration tool works, then I will update all my plugin assemblies and workflow assemblies to CRM 2015 SDK assemblies. Do an IISReset and try again.

    2. If step 1 doesn't work, I will try reinstalling

    3. If step 2 fails, I will raise a ticket with microsft

Back up your CRM database, uninstall CRM 2015 completely, then reinstall it.  After reinstalling, restore your backed up database.  Issues like this are frequently due to a borked app upgrade, and a reinstall of the server components themselves tends to be the easiest way to fix them.
