Unable to Delete Duplicate Business Rules

Hi,

I am using Microsoft Dynamic CRM 2016. Somehow, the system allowed me to save duplicate business rules. So, i would like to delete one of them (Both activated). In order to delete it, I need to deactivate it first. But when i tried to do so, system stop me from deleting it by prompting this error:

Duplicate Record

A record with these values already exists. A duplicate record cannot be created. Select one or more unique values and try again.

Kindly assist.

We are also facing the same issue in Dynamics 365 On Premise and we are investigating the same. Let us know if anyone have the solution/workaround for this.
