Manufacturing Routing

I understand serialized and parallel routings. But we sometimes have different items on a production order that use the same routing. Can I make serial routing collide with the same next line of the same value?

ie - one line takes 15 mins, second line also takes 15 mins, but they have the same start time because they have the same routing line no. I want the behavior to be the next one is 15 mins after. Is there a way I can make the Next operation No. work for the same? It clears out whenever I save it like this.
