I am working on a 2 language custom portal with a french base.
I am using a CAPTCHA on my first web form step, but the validation error is always in the same language: English.
I checked this on two systems with different languages.

Today the error message is shown only in French. I have no English message on the English version of the portal.
yes i have both active. i have also my other components in both language no problem.
Also the CAPTCHA link to generate a new CAPTCHA switches to both languages without a problem.
did you check this settings from Portals > Website > Websites ?
