As far as I know, this is not possible. When users send emails, they will write to some tables, such as Email Outbox (8888) and Sent Email (8889). These are permissions that Team member license does not have.

Hopefully other experts can give you better advice.

team member license is used for reading data mostly. user might be able to update certain fields on a small number of tables. but it definitely doesn't allow them to send out emails.
