Hybrid Connector to connect D365 On Prem with Exchange Online

One of our clients are trying to connect their onprem D365 (v8.2) to Exchange Online by following this documentation: Connect Dynamics 365 (on-premises) to Exchange Online | Microsoft Learn. As part of the pre-requisites, there is a step in there that asks for adding the D365 Hybrid Connector. There isnt more information available about it, and the url provided /https://portal.office.com/signup/logout?OfferId=2d11d538-945d-48c6-b609-a5ce54ce7b18&pc=76ac7a4d-8346-4419-959c-d3896e89b3c9/ takes you to O365 portal > Purchases screen where this connector cannot be found. We have tried this with Global Admin and Exchange Online Admin roles combined, but we could not locate the connector in the list of available products to purchase.
 
Is there any thing we are missing? I have read a couple of blogs describing the process to connect on Prem CRM to Exch Online, and they seem to breeze through this step. Has anyone else encountered this issue? Or if there is anyone who has performed these steps recently, please could you confirm the roles/permissions that were granted to the Global Admin to be able to complete these.
