When starting a D365BC project, sizing of this project is quite different than on-premise NAV. In NAV you have to think to database size, concurrent users, server sizing, tuning and so on. On D365BC all the infrastructure sizing is managed by Microsoft (elastic pool) so your only sizing meter is number of users in your installation.
