Can any one suggest from where i can enable delete button on purchase order. Purchase order is open and no workflow there.

what is the document Status of the PO? If it was already confirmed, you can only cancel it, not delete it.

Purchase order delete button is enabled based on PurchTable_ds.allowDelete parameter.
Check editHeaderAllowed() and deleteHeaderAllowed() methods in PurchTableForm class, both should return true.
Do you use workflow? Have you posted any documentes?
