Enable Security Roles on Form - Invalid Argument

When I follow this navigation path:

Customize the System > Entity > Forms

then select a form and click "Enable Security Roles", I get an error saying "Invalid Argument".

The only cases of this error in this context that I managed to find referred to CRM Registry and a buggy patch. I didn't have a CRM Registry that was identified as problematic, and the buggy patch was for an older version of the system, so that can't be it either.

I tried clicking the same "Enable Security Roles" button from the form editor view, but I got the same error.

Any idea what might be causing this and how to fix it?

Yeah, that's the CRM Registry item that I mentioned in my OP. I don't have it in my registry, so it's not the problem.
