We recently ran out of space in one warehouse (call it A) and needed to move some inventory to another warehouse (call it B). Both sets of inventory are planned by the same staff and our intention is to replenish inventory in A with inventory from B.
There were existing purchase orders in A as well and MRP appears to be prioritizing the existing POs over the transfers. Is there any way around this other than the solution we found to schedule the open PO for warehouse B even though we don't ever intent to receive it there?
What we ended up doing to get the recommendation we wanted was to:
What we don't like about this solution is that our warehouse staff makes the decision related to what will move into warehouse B and if our planning staff isn't aware of the need to make changes to the item they are getting planned orders for POs in A. If the planner doesn't do additional research they can, and have, executed a recommendation that we didn't want resulting in more inbound inventory.

In warehouse you can define that requirements will be calculated at warehouse level by enabling Refilling
In tracking
In Storage dimension groups for the item, enable Storage dimension groups at warehouse level
You can also define al Item coverage settings at item level in master planning. Setup that for one warehouse, use transfer orders.
