I have a personal dashboard and I want to convert it to a system dashboard. I tried the "save as" button but the new dashboard still a personal dashboard.

You cannot convert personal dashboard to system dashboard but you can share your personal dashboard to all the user in CRM
You can not. For that either share your personal dashboard and personal views which are used in your dashboard else create a new System dashboard.
