We are experiencing some strange issues in the newly installed CRM 365 On premise. For example we can create new web resources but can’t update the existing web resource because the save/publish button is disabled. Also we can’t modify the out of the box entity forms, when we open a form in design mode, it just open empty without controls/fields.

if you don't see any errors (check windows event log on the CRM server, too), maybe you should try a private browser session to eliminate the possibility of caching issues (and, also, try different browser to make sure it's not related to some particular version of IE, for example)
