i followed this link (https://community.dynamics.com/crm/b/magnetismsolutionscrmblog/posts/how-to-create-share-delete-and-set-a-personal-view-to-default-in-microsoft-dynamics-365) and ensure the role was set with a view to have read privileged and 'saved view' in the 'Core Record Tab' has read, write, share, etc. access. I also assign a system admin access to the user. however, they still could not create a personal view from the D365 marketing solution. is there any other reason why it does not display the create view (image 1).

The reason why the 'Create View' button lost is that the 'Modern advanced find' is enabled. You could disable this setting in PPAC->Your environment->feature:
Then you can find this button:
If you want to keep this option enabled, you can also create Personal view for all entity. (Make sure you have permission to do this.)
The reason why you can't see 'Save as new view' button is due to your view isn't a temporary view. Only when you edit your view and has a '*' tag at your view name, this button would be visible:
Thank you for the response. Save as a new view option is not available for all the entities. it is only available for certain entities. If it is a "Create view" with an advanced find option, I can at least choose a different entity to create a view. how I can enable save as a new view for missing entities or the "Create view" option?

Is there any conditions set in Edit filter option?
After there is some additional condition, you can save the view by selecting Save as new view
