Hi Gene,
Dynamics 365 for Finance and Operations, Business edition is available in a limited number of countries at this point in time. The available languages follow the list of official languages in a given country, such as English (United States) in the US. You cannot currently switch to another language such as Chinese or German if your Dynamics 365 is set up in the United States.
That said, if you would like to be able to switch languages either from a fixed list or from an open list, you can suggest that here: ideas.dynamics.com/.../dynamics-financials
