I have exported vendor and vendor bank accounts data entities from one Legal entity in same environment and trying to import them in to another legal entity, I am getting below error.
Results. You are attempting to create a dimension value and reference it as a default dimension. Please set the dimension parameter ‘Copy values to this dimension’ to yes on the Financial dimensions form.
Can you please let me know for any pointers.

Go to General Ledger-->Dimensions-->Financial Dimensions and Created Item as Financial Dimension. Check the 'Copy values to this Dimension' on parameter to enable the default Values.

Do the legal entities use the same account structures and financial dimension?
If not, you need to import just financial dimension values that are available in the target company.
If yes, please check if the vendor and vendor bank account use financial dimension values that are specific to one company, like project as financial dimension values, then like Judy mentioned, you need to create the record/value first in the target company.
You can evaluate to import data in target company without financial dimension values and then run a new import to update them with financial dimension values.
