How do i get licensing cost for microsoft Dynamics Nav 2016?

The Pricing depends on what solution you will choose and the enhancement plan.
Starting from 2013 version, new licensing has been introduced:

The cost depends policy for your country and the prices might vary depending on the currency and currency exchange rates, and Microsoft policy in each particular country:

Also, promotions and discounts might exists, e.g. check community.dynamics.com/.../203711
In addition to perpetual model, a subscription model has been introduced. By that you can actually rent the license on a monthly basis and also vary the quantity of users from period to period, which is difficult with the perpetual license.
Finally, the partner who is selling the license, can give you additional discounts, so you should check with your partner(s).
You should check the pricing from your local partner. Pricing may vary from country to country.
If you have access to Partner Source, you can get the pricing here. This would be list price and you might get certain discounts based on the No. of Users.

As other members explained Pricing is not something which is static you will find different ranges and this range depend on many things like No of concurrent Users , Your particular zone etc.
If you have Partner source access then you can go and check there for more clear picture.

Better you contact your local partner with your exact requirement, calculating of yourself may not be correct as you can miss some thing which may affect the cost. However links are shared by other members you can check them for an idea of what figure it could be.
