1 - Work linked to the shipment is closed
2- The last put location of the work is the same packing station where you are trying to pack this shipment.

This article shows how to create an order and pack the items. The user needs to have the user ID Admin.
You can follow the steps to create a order and complete the work of moving the ordered items to the packing station. When you receive a message that indicates that your work is valid, select Complete work to complete the process of picking the inventory items and putting them in the Pack location. Then create a new container in the system and pack it.

Is the work closed for the shipment?
after putting shipment ID, generally new container button is enabled, but in this case user not able to open new container and button is disabled

Do you mean you are not able to click 'New Container' and create new containers for Shipment?
