In the vendor maintenance window I am able to make changes to a vendor's name. Is it possible to change a vendor ID?

Not through Vendor Maintenance window but Professional Service Tools can make it happen.

I don't think so, Its free tools now. I will recommend to ask your partner or let see what other bloggers are saying about PSTL.

Yes Esther the PSTL tool is now free for GP 10 and GP 2010.
