command bar disappeared

the command bar had disappeared for some users, but still available for some other users. tried on both IE and Chrome. any1 know why?

just update on this, it's now working on inPrivate IE or incognito Chrome or Edge. but not on normal IE or normal Chrome. anyone here has any idea?

I've tried this, not working. we are using dynamic online 2016.1 and IE11. it's now working on inPrivate ID and incognito Chrome and Edge. But not normal IE and Chrome which we normally using.

I have a similar problem. I used to have the command bar at the top of my screen, but after a recent update, it disappeared. I have to read resume professional writers reviews for help in my essay. Now I can't figure out how to get it back.I've tried uninstalling and reinstalling the app, rebooting my phone, restarting my router and modem, and even factory resetting my phone. Nothing seems to work!
