Recently installed dynamics ax 2012 r3 (6.3.164.0 (AX2012R3)), installed all the tools required for development but still being admin unable to access AOT. It's greyed. What's the way forward to get access. It's single user and it's admin account.

Have you imported a license?
By the way, 6.3.164.0 is eight years old. You'll need to install latest updates. Next time, you can get updates installed already during installation (see Include cumulative updates and hotfixes in a new installation (slipstreaming)).
yes, imported the license. It's the same license of which I am using in my production environment. Microsoft Dynamics AX 2012 customer page (mbs.microsoft.com) is not accessible anymore.
Can you please give us a screenshot of the problem with the AOT?
The link I gave you explains the process of installing updates during installation. The fact that Microsoft don't maintain links to other things there isn't important - you can still learn the process from the page. I'm assuming that updates for AX 2012 are now on LCS.
