Replenishment requisition purpose

We have a business need to be able to procure certain items in multiple units of measure so we have enabled category access purchase rule under our global purchasing policy. However we are unable to complete a requisition of this type with an item we have created with multiple Units of measure and appropriate conversions in place. We have enabled product variants feature in our test system to allow setup of variants with the different Units of measure allowable in the product master.

On completion of the workflow step. The message states below and remains "In review":
"This action can only be completed after the line number X is fully distributed."

Context

Scenario: We are creating a replenishment requisition to restock inventory. However, the system prevents completion of PR once workflow approved.
When using the same item for Consumption PR, it works fine.

Troubleshooting Steps Taken:

Verified Posting Profiles and Related dimensions.
- Ensured that default financial dimensions (e.g., cost center, department) are assigned to item
Checked other Setup:
- Confirmed the vendor has a default currency Vendor master record. Have also assigned item to Trade agreement.
- Verified that the item is assigned to the procurement category allowable for replenishment purpose.

Any one else using replenishment PRs for this purpose? There seems to be very little on this topic online,
