sales tax - calc on goods + level 1 taxes not working as expected

I need to setup a "tax on tax" scenario -

i.e. 100.00 taxable line item, add 5% tax, = 105.00, and then 10% tax on the 105.00.  (15.50 in tax) I thought I could do this by setting the calculation level to "calc on Goods + level 1 taxes.  I am still getting 10.00 and 5.00 respectively.

What "defines" the tax-id as a level 1?  I attempted to use the tax authority level, (which can be any number, not just 1 or 2)...

I have the 2 tax ids setup, 1 for 5% and 1 for 10%, and put them in a tax group, bot are set to the "calc on Goods +" option,

    In testing this I found it didn't work for me initially because I had the box checked in Tax Maintenance for my level 1 tax to be Excluded from Level 2 calculation.
