Agree with Vikas that it could be some auto completion of URL issue. Nevertheless, sometimes it can be due to default organization issue if you have multiple organizations, make sure you are pointing to the correct organization in your URL.

You may add the administrator role to the user, and try to login again.
If you can login correctly, you should modify your security role which has added before.
Or you can check the event log in the AP Server to find the detail of this error.
May be you are trying to access a record for which the user role does not have permission (due to browser's auto URL completion). Check the URL and try to open the home page only. If this does not work, please check the role assigned to the person.
