I am trying to use the Outlook Integration with NAV2018 and am getting this error message after entering in username and NAVUSER password

Are you talking about Outlook Synchronization via Outlook OnPrem or Office Add-In Business Inbox? Both solutions are different in setup requirements.

Also, please use a user with Super permission when testing.
