What is the exact source version of your AX 2012 environment? Is it the build number you mentioned in your question?

The version is AX 2012 R3 CU 13.The build number is what was generated in the summary file generated in LCS.

In this case, I would suggest to retry once more or contact Microsoft Support to get some help.
Issue resolved ,i had to uninstall all the ISV models.
