When Vendor Request worklfow is complete at time of last action this error message is coming.

Stopped (error): To complete the vendor registration, the contact person needs more privileges. Contact your system administrator to help provide the privileges that are required.
".
I am not able to identified why this issue is coming in just some of cases. I have try to complete the on boarding by giving system admin role even but same issue.
