What is the simplest way without causing issues for me to transfer all data from 2013 to 2016 CRM both applications are up and running on different servers

The simplest way would be to take a backup of the 2013 database, set up a temporary CRM 2015 server, upgrade the database to CRM 2015, then take that database and restore it into your 2016 environment.
This only works if you don't care what is in your 2016 environment, but if you don't, it will migrate literally everything for you without any extra work.
Otherwise, you're going to be manually doing a migration with Scribe or SSIS/Kingswaysoft, which is going to be not easy if you want absolutely everything from your old system.

Because that is how the database upgrades work for Dynamics CRM. There is no direct upgrade path from 2013 to 2016, but you can upgrade by going 2013->2015->2016. you only need it for the upgrade, so it's not like you need a real server. Heck, just stand up a virtual server on your PC, install everything you need there for the migration, and then shut it down when you've upgraded the database and made a backup of the 2015 database.
Ok so if I create a VM on my PC and install 2015 CRM do I need to install a verison of SQL or is the CRM 2015 good enough to start the data transfer from 2013-2015 than to 2016?
I tried to export Active Contacts from 2013 to 2016 says the data imported but when i go into active accounts there is nothing there
Do I just install CRM 2015 on a server and copy the data base from CRM 2013 to 2015 save it and than export again from 2015 to 2016
So you will need SQL Server on that VM as well, since you need a place for the database. Once that is set up, you can import your DB backup from 2013 and then use the Deployment Wizard to import that database and have it perform an an upgrade to 2015. Once the upgrade is one, back up the newly upgraded database and then restore it into your 2016 SQL server. Use the Deployment Wizard again to import that DB backup into CRM, which will cause it to upgrade to 2016.
That should bee everything. Once you have imported to 2016 and have confirmed that it works, you can take down your old 2013 instance, and your 2015 VM.
