Navigation List Security

Hello -We have a client that use navigation lists extensively. We also use macros at the end of every night to post all invoices for the day. Macros in GP do not know the navigation list by its actual name, but rather a sequential number based on their order. We are having a problem where if the navigation lists are moved into a different order by a user and then they try to run the posting macro, the macro fails or tries to access the wrong navigation pane. 

Does anyone know of a way to set security so users cannot move these navigation lists around? Any help is appreciated - thank you!
