I need to prevent some users from Activating the workflows. they should be able to create or update workflows in draft state?
Is there any privilege as such. Does "Execute Workflow" privilege does this?

You can try remove write permission but I don't think it'll do the trick.
So the answer - you can try but I'm afraid you will get nothing.
if we remove write permission, will it do. I mean he can create an workflow, but not update or activate it.
Also i think we can do it via java script to hide the button.
Was thinking along the same lines, but, it seems, we can't register workflows/plugins on the "process" entity.. Maybe the answer is just "it's not possible"

No there is no separated property for that. "Execute Workflow" allows/disallows user to execute on-demand workflows.
As a potential workaround you can try to develop plugin that will handle change state of workflow entities and throw an exception if user will not be allowed to activate it.
