Sales Transactions with Zero Cost after Inventory Closing

We have Sales (issue) Transactions that get settled against nothing when we run inventory closing. There is no matching inventSettlement receipt record for these transactions, only the issue trans. This results in a 0 cost. I pulled a running total of on hand inventory for the period and there is thousands of qty available that AX should be using to settle against, but it is not. Running FIFO. We were on CU9 when this issue first manifest, but are now on CU13. Tried reversing inventory closing and re closing after cu13 to see if that would fix, but no luck.
