Hotkeys not working

I'm having problems with the hotkeys in Dynamics AX 2012. I'm trying to rearrange the order of the objects in the form and the Alt + Up/Down is not working. As well as the open projects Ctrl +P. I already tried closing and opening AX 2012. How can I resolve this?

    try to restart service and you can drag and drop your objects
