can you please tel me how can we stop the access for setup area from all normal users
By default the users don't have access to anything. You grant access by assigning security roles to the users. The access control works based on menu items, not menu "areas". If the user doesn't have access to any menu item in the Setup are, then they don't see the Setup area in the menu.
So, try to think it from the opposite perspective: what to allow for the user. And then assign sufficient roles to achieve that.
