License requirement for test user

We would like to create an additional user for an employee who already have a user with system admin security role.
 
The new account will be used for testing purposes, such as testing which permissions various security roles have.
 
Do the additional user require a license when it is owned by the same person?

    Yes.  But F&O licenses aren't named-user licenses.  They're assigned dynamically when each user logs in.  If you have 50 user licenses, for example, 1 user could log in 50 times, 50 users one time each, or any combination thereof.

    What do you mean by dynamically? We assign licenses manually to each user through Microsoft Entra ID (previously Azure Active Directory). I am talking about base, attach, activity and team members licenses, I am not sure if you are referring to something else

    As far as I understood, for each Entra ID account, you would need a separate license, regardless of if one person is using multiple accounts.
