While clicking on the Management reporter link in SharePoint, we are facing the error. User has 'Generator' permissions MR. Please let me know if you encounter the issue and know the solution.

Truth to be told, this isn't just about Report Library security, but if you have a report that was generated by using a Reporting Tree with Unit Security defined, for each unit (i.e. Department) you have specific user security assigned, and this is also the kind of error message that you'll face when opening a report you don't have access to. So make sure the report was generated with using a Tree with Unit Security.

Thank you Praveen. Issue got resolved after adding security access to Library folder.

It is required to check 2 things for the User Account facing this issue,
1. SQL Level
Using SQL Management Studio, check for Roles and Permissions for this user and other users which are working fine.
Any difference exists, then please enable that particular Component and try
2. GP Security Level
In GP, there are few windows related to User Setup, User Access, Roles Setup and Roles Authentication.
It will consume your fair time to validate each user's Access level.
In addition to above points, you need to validate Babu's Idea as well, since the Reports will be deployed in a Report Library Folder, any User ID who login into MR and tries to generate the report, then MR will validate whether the particular user id has access to the Report Library Folder.

Thank you for the reply. We are facing issue with only one user. Other users having 'Generator' role are not facing the issue, and I have not specifically given access to any users on report Library.

The user should have full read/write access to the report library folder.
