How can I prevent certain items unit of measures to be figured in whole numbers only?

I am not aware of any standard functionality that can prevent this from happening out-of-the-box. That said, I can see how you can achieve your objective with a minor customization (adding a Boolean field on an Item and some underlying code to allow/prevent this from happening).

Unfortunately there is no standard functionality to check that, you have to add code on the validation of the qty. per.
