Timezone issue on portal - dates being displayed according to local timezone, not UTC

Hi

I'm hoping someone can give me a quick solution to this issue.

We have many users across several timezones.  The problem we are seeing is that the Portal seems to be displaying dates in forms based on the logged in users local browser time, rather than the actual UTC value from the CRM.  What this means is that users might see a birthdate displayed as one day before the actual correct stored value.

Can anyone give me advice on how to rectify?  I'd rather not have to customize the portal so if this is configuration change I am missing that would be great.

We are using portal version 0017 (and an upgrade is not possible due to heavy customization by a third party).

    Hi Michael

    Thanks for the information!  The main issue I'm having is not date format but that a date in the Eastern US might show Jan 10, 2017, but in the West US it displays as Jan 09, 2017.  It seems to be an issue with the date-picker js but I haven't been able to find a workaround yet.

    If you are not storing any time value on Birthdate field then you should just simply go to the solution --> Entity --> Birthdate field --> Behavior Set to ="Time-Zone Independent"

    It will always show correct date for any timezone user.
