A batch job was set up to run an EDI project message that reads data from .xml file into staging tables withing F&O.
It seems like this batch job becomes "stale" as it fails to run after about 7 days. The usual fix is to log into the environment with an admin account and refresh the batch job by changing it's state to 'withhold' and then to waiting again.
I am looking for a more permanent fix and an explanation as to why this is happening.
Any assistance would be greatly appreciated.

Our of the box, there is no batch job available to run EDI projects. Do you have an ISV solution or customization?
Is this a production environment or another type of environment? It could be related to installing new customizations while the batch was running. If this is the case, you must ensure that no batch jobs can run when you plan to install customizations. There can be more reasons, but then we need to know your type of environment.
