I guess this is something Microsoft Forms just cannot do. It would be nice to have a way to make a pop up work. I tried an app to overlay a pop-up and it worked fine for a few minutes. Any other suggestions before I throw in the towel?

Hi Lori - Customer Voice has support for support for embedding into a pop-up.. Have you tried this integration?

unfortunately this is not supported out of the box, at the moment, but it is on our backlog for a future release.
