Is it only for fetchxml ? since I am using SQL only
To enable prefiltering in report you had to define it inside the report - nishantrana.me/.../using-pre-filtering-in-fetch-xml-based-report-in-crm-2013-online
Additional tip - if you will apply changes and try to update existing report - prefilter will not appear. To make it appear you will have to delete report first in CRM and reupload it back to CRM.

This filter appears only when your report is pre-filtered. Do you use prefiltering in your report?

This is standard prefiltering feature of report. Luckily you can remove that default filter. Here is instructions how to remove default filter - www.microsoft.com/.../edit-the-default-filter-of-a-report.aspx
