Error installing Manufacturing Accelerator - FAILURE: The following solution cannot be imported: Dynamics365ManufacturingAcceleratorPortal. Some dependencies are missing.

Created a new CDS environment and installed the Manufacturing Accelerator.   When looking at the Dynamics 365 Apps (resources) for the designated environment the Status reads "Installation Failed".

What dependency is it expecting?  

Solution manifest import:
FAILURE: The following solution cannot be imported: Dynamics365ManufacturingAcceleratorPortal. Some dependencies are missing.
The missing dependencies are :

    The error message states the missing dependencies as "MicrosoftPortalDependencies" and MicrosoftPortalBase".

    In the past I recall that you needed to add the portal solutions using the old deprecated CRM admin interface.  Well you cannot get to that old interface.

    So now you need to provision a web portal from the PPAC.com.  This then creates a website and deploys various "Portal" packages to the specified power apps environment.
