mouseover ballon info popup , How to disable

When I hover over with my mouse , ballon info popups appear.  I find these very annoying and useless.  

Is there a way to disable these ?

    The feature that you mean is called "tooltip".

    I don't think that you can disable it on system level. That's just one part of the look&feel of the system.
