i am working on Projects , I added type EXPENSE to the forecast and pushed it to budget, i want to validate that the user is only using the categories assigned in the project budget
is there a way for me to do that ?

If you would like to control your project from limited set of approved/validated categories, then should use Project category validation in Microsoft Dynamics 365 FO.
Per project you can enable it as shown below:
After this define the applicable categories and see the restrictions being applied.
