Onboarding Developer partner without CSP agreement

I hope someone can help. 

 Posting on behalf of my colleague, who is currently working with the customer which is a branch of the enterprise organization but trying to roll out Dynamics365 ERP of their own with the developer partner of their choice.

We are at the phase to move this project to the Live environment and currently stuck as the request from the developer partner to become a CSP partner of the parent enterprise organization was rejected for security policy reason.  

*This customer is a part of the enterprise organization and have single tenant on Microsoft managed by global HQ. it is essential for the ERP system to be built on this tenant. 

Usual procedure for the partner would be to become the CSP partner of the customer and source necessary license(Lasernet), then using delegated admin right to prepare the system but HQ cannot grant this procedure but does not provide any alternative. 

I'm wondering if there is a similar case in this forum and offer some alternative advise? 

I thought HQ can source the license and also grant the bare minimum permission to the developer during the work. Is it not that simple? 

As you can tell I am on the end-user side with not much of the knowledge of how it works but hope anyone can point me to a right direction.

    Have you got the answer from MS ? I also have a customer who wants to buy license without involving CSP and buy it from admin center ? Is that the possibility to buy for D365 Finance license ?

    We haven't got direct access to the MS representative as HQ controls everything but I will ask them to get the advise.

    Hi NBrickell,

    I would recommend reaching out to your local MS representation and discuss things with them directly. They should be able to help you with this issue.

    Normal support or LCS service team are not handling such administrative issues, instead they deal with issues and requests regarding the actual D365 system.
