It all depends how the approval must be sent to this mail-approving user.
If your process requires addressing User information (which makes sense, you will eventually need their e-mail), the mail-approver will have to exist as a Business Central user.
And a user requires a license. In this case, a Team-Member, as you already suggested.
If ,on the other hand, you have a customization and/or PowerAutomate flow... the previous answer is void and incomplete. And in a way even unanswerable unless full diclosure about the customization is provided.
