Our network is planned to be down after hours, and curious if this will impact the portal access? It is just the network servers where CRM app/services would be running from. The company websites (including the portal) would still be up.

Yes, the CRM is acting as the data source (much like a SQL server would be in a traditional SQL based CMS), so if that server is not available the site will be effectively down. You may have some pages that are cached and will continue to render for a period of time but they will be hit and miss.
